A Historical Study on Parmaceutical Administration in Korea


Abstract
A historical study was made on Korean Pharmaceutical Administration from ancient age to present and following conclusions were obtained
1. Pharmaceutical administration during the period from the ancient age to Lee Dynasty was found only in the organization of royal courts to supply crude drugs, which had influenced Japanese medical therapy time to time especially by Paekjae.
2. The colonial period since Korean Annexation by Japan to the liberation in 1945, pharmaceutical administration was conducted through strict regulatory measures by police as a part of sanitary police activities and consequently was undemocratic and bureaucratic in nature.
3. Since the end of World War II in 1945, pharmaceutical affairs regulated formerly by police, were transferred to the Ministry of Health and Welfare which has been reorgarized many times. In spite of the tremendous changes in political and social structures last 20 years, organization for pharmaceutical administration remained almost unrationalized so as to be impossible to conduct efficient supervision and administrative orders to each local health agencies.
4. The national budget for pharmaceutical administration is one of the smallest sums in comparing with other activities of Health and Social Affais Ministry and personnels working in this field are mostly lay clerk except at the national level.
5. Due to the lacks of adequate funds, personnelsd and salaries, The National Institute. of Health can not.properly function to perform . pharmaceutical examinations at present.
6. Drug production has been conducted without strict quality control, owing lacks of producers sincerity and sufficient laboratory facilities 2,t most plants
7. The needs and supplies of medicines were unreasonably. estimated due to the . lack correct statistics regarding to medical utilization and consumption of medicines and.it is recommendable to control import and export of medicines in accordance with reliable statistical basis.
8. Narcotics control has been performed by narcotics supervisers with assistance of police, and prosecutor¢¥s office merely detecting illegal narcotic deals and addicts. For the erradication of narcotic smugglings and addicts, after care of addicts and enforcement with pharmacist at customs are desirable.
9. For the efficient administration, organizational reshuffle and systematic legislations are required in future.
